[kokua-dev] Wiki User Creation Disabled

Heya

Due to the ongoing spam problem, I've disabled the ability for visitors
to our wiki to create wiki user accounts for themselves. The team
members
<http://wiki.kokuaviewer.org/w/index.php?title=Special:ListUsers&group=Team>,
can still create new accounts for others, so just ask us if you want or
need one (and aren't going to use it for spam).
